the Voltmeter measures the voltage across two points,and it should not loss the current,so it is connected in parallel combination ,and ideal voltmeter should has infinite resistance

coming to ammeter it measures the current in the circuit,so all the current should be passed through that which is going to be measured .Hence the ammeter should be connected in series
