a) At midspan there will be positive moment and hence effective flange widht is governed by minimum of the below three values per ACI 318

- span/4 = 18'/4 = 4.5'

- 2x(8xhf)+web width = 2x(8x5)+12=92" = 7.67'

- 2x(1/2)x(19x12)" + 12" = 240" = 20"

Effective flange width = minimum(4.5',7.67',20') = 4.5'

b)Near column support there will be negative moment in beam and hence will behave as a rectangular beam and not flanged beam. Therefore effective flange width =width of web = 12"
