A 3] In the figure a, the cut is proposed to be along the dip ( though inclined at some dip angle) whereas in figure b, the cut for the proposed highway is in the direction perpendicular to the dip.

As we also know that dip is perpendicular to strike. Thus we can also compare it as in the figure a, the cut is proposed to be perpendicular to the strike ( though inclined at some strike angle) whereas in figure b, the cut for the proposed highway is in the direction to the strike.

Whenver the cut is made perpendicular to the direction of the dip, there is greater exposure of the thickness of the layers and thus it can be said that figure b is better than figure a.

Hence, also in terms of better stability condition to excavated slope figure b is better than figure a.
