Given two lane highway thus lane distribution factor =0.9

Assuming that project life cycle is design life of rigid pavement which is given to be 20 years

AADT 2017 cumulative = 9765+334+ 3219+115+289+54+68+102+2981+402+79+214+448+56= 18126

For the various growth rates mentioned in table 1 above and using the formula AADT2018 cumulative =sum of AADT2017 individual x (1+r/100)

We get

AADT 2018 cumulative = 18913.51 = 18914

As per table 3

F Factor for 5% growth for 20 yr = 912.45

F Factor for 4% growth for 20 yr= 613.56

F Factor for 2% growth for 20 yr = 314.90

Thus for say passenger car EASL 20 yr = AADT 2018 individual * lane distribution factor * F factor * EASL factor

= 9765*(1.05)* 0.9* 912.45*0.0008 = 6736.016

Thus for total cumulative EASL after 20 yr we will add all the individual EASL of all the vehicles and the answer would be
