Explanation / Answer

Value of K or subgrade modulus of reaction could be found by interpreting from table 12.18 of AASHTO guidelines which gives a chart that correlates K value with sub base thickness and sub base elastic modulus and modulus of resilience of subgrade given in question. The same has been calculated as 350 pci in the above solution attached .

Also it has been clearly mentioned that 5% of time near saturation conditions are there so reliability of pavement would be 100- 5 = 95% which is equal to R in the above solution
