Osteobalsts differentiate to form osteoclasts. Osteobalsts help in building the bone matrix where as osteoclasts help in the break down of the bone matrix by producing collagenase enzyme.
So when there is low organic matrix , the osteoblasts will be inhibited by parathyroid hormone resulting in decreased osteoclasts secretion.
As a result of direct actions on the target cells of the bone and kidneys along with an indirect action on the small intestine, Parathyroid hormone works to increase the blood calcium levels.
