?beacause in designing we tend to reduce the value of design capacity. because if design capacity is less the structure is designed thinking that it will resist less than its actual capacity.

This makes the structure compensate for selecting inaccurate material strength so that even if the material is chosen bad its actual strength can prevent failure. Simillarily other descripancy related to material is compensated by this reduction.
