(a) area of artery=pie r^2
= pi x (0.012)^2=0.0004524 m^2
pressure=force/area
=> force = pressure*area
=> force = 96 x 0.0004524 = 0.0434 N
(b) power= force x velocity
= 0.0434 x 0.015
= 6.514*10^-4 W
= 0.6514 mW
(you have the correct number but they want the answer in mW, so you need to multiply by 1000)
