Explanation / Answer

When you rub a balloon with fur, the balloon becomesnegatively charged in the region where you rubbed it (it takeselectrons from the fur). The negatively charged balloon isthen brought close to the electroscope, which induces a positivecharge in the top of the electroscope. This means thatelectrons left the top and went to the foil in the bottom. Ifadding electrons to the foil made it come closer together, theelectroscope must have been positively charged to begin with.
