This statement is incorrect. Amplified cDNAs are incubated with competent host cell (generally bacterial cells) in a solution. It is just a random process which host cell gets which cDNA and in what quantity. However, under no circumstances it is guaranteed that there will be only one cDNA of a gene per host cell.
cDNA is the complementary DNA synthesized from a mature mRNA through reverse transcription using reverse transcriptase enzyme. The cDNA fragments are inserted into host cell genome (usually bacteria). Therefore, it only consists of cDNA copy of all the transcribed genes in the genome of the organism.
A genomic library consists of DNA fragments of the genomic DNA produced after treatment with certain restriction enzymes.
