find out the distance between the charges q1 and q2 using theformula
d12=[(x2-x1)2+(y2-y1)2]
now the force on q2=F1=9*109*q1q2/d12 N
for b)
let the coordinates of q3 be (x3,y3)
in the same way find out the distance between q2 and q3
d22=[(x3-x2)2+(y3-y2)2]
again
force on q2 due to q3=F2=9*109*q3q2/d22 N
now as per the problem the net force on q2 =0
so equate F1+F2=0
we will get the answer.
