The following are some case scenarios. List all the Federal and Nutrition and Health Care programs these following people are eligible for. Write a rationale on why you think they are eligible for the programs.

(Example –Case Scenario: Ms X is earning an income <133% of poverty level. My answer: Eligible to receive Medicaid –Rationale: Medicaid eligibility criteria includes anyone with poverty level <133%. Since Ms. X’s income is <133% of poverty level she is eligible to receive Medicaid)

. A four year old attending a nonprofit school, lives in a household with an income 130% of federal poverty line.

Explanation / Answer

Ans:

Federal health care programmes

The government health care programs serve older persons, persons with disabilities, low-income mothers and children, veterans, active-duty military personnel and their dependents, and Native Americans.

Three of these programs—Medicare, Medicaid, and the State Children’s Health Insurance Program (SCHIP)—were devised for groups for whom the health care market has historically failed to work because of their high health care needs and low socioeconomic status.

The other three programs—DOD TRICARE, VHA, and IHS—serve particular populations with whom the federal government has a special relationship, respectively, military personnel and their dependents, veterans, and Native Americans.

Federal food and nutrition assistance programs

1. Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)

2. Child Nutrition Programs: Programs that offer food and nutrition assistance for children, including NSLP, SBP, SFSP

3. Nutrition Programs for Seniors

4. Hunger and Food Security Resources

5. Food Distribution Programs

Other programmes

6. Supplemental Nutrition Assistance Program (SNAP)

Since a four year old is comes under low income group <133% and studying in non profit school, he is eligible to avail medicaid facility. This program covers low-income people who meet its eligibility criteria, such as children, pregnant women, certain low-income parents, disabled adults, federal Supplemental Security Income (SSI) recipients (low-income children and adults with severe disability), and the medically needy (non-poor individuals with extraordinary medical expenditures who meet spend-down requirements generally for long-term care).

Medicad program covers low-income people who meet its eligibility criteria, such as children, pregnant women, certain low-income parents, disabled adults, federal Supplemental Security Income (SSI) recipients (low-income children and adults with severe disability), and the medically needy (non-poor individuals with extraordinary medical expenditures who meet spend-down requirements generally for long-term care).

Medicare programme provides health insurance to all individuals eligible for social security who are aged 65 and over, those eligible for social security because of a disability, and those suffering from end-stage renal disease (ESRD)

These “dual eligibles” account for a total of 28 percent of Medicare expenditures and 35 percent of Medicaid expenditures. In addition, they are also eligible for private supplemental insurance as well. Thus, patients and clinicians would surely benefit from greater consistency in quality enhancement requirements, measures, and processes across public and private insurance programs.
