It is absolutely true.

The main reasons for different responses among prokaryotes and eukaryotes because of their genome size, complexity of organism and the organization.

Prokaryotic genome organization is less complex, and the gene expression pattern is inducible that means it is ready to synthesize proteins in response to stimulus and genes express in the operon concept. It means one promotor and one oparator can drive more the one gene and can express high levels. Prokaryotes are single celled organisms , they can change their morphology easily by responding to the environmental stimulus.

Where as eukaryotic organisms are more complex multicellular organisms, and their genome is much more complex than prokaryotes and well organised through different systems. The expression pattern for the eukaryotes is repressible, that means, all genes are in off condition normally, and the gene expression pattern is different from one cell to another cell. Even if you give the same stimulus, the different cells respond differently with different expression levels.
