For lac metabolism it needs these z and y genes.
here, in this merozygote, the first genotype, it has a mutant of z gene, due to this, it is unable to produce functional product. In the second genotype the has a mutant of y gene, due to this, it is unable to produce functional product.
If you take this merozygote, as the repressor protein works as co element (which means it can acts on cis as well as trans mode) it controls both operons. In presence of lactose, as lactose binds to repressor, it turns in to inactive one, it leads to the expresson of the other genes on that operon. the first one produces functional product for y gene, and latter one produces functional product for z gene.
