Let the speed be v.

time t = d/v cos 35 degree = 9400/(v cos 35 degree)

Also, by second equation of motion in vertical,

-h = v sin 35 degree t - 0.5 g t^2

-3300 =   v sin 35 degree *9400/(v cos 35 degree) - 0.5 g t^2

-3300 = 6582 - 4.9t^2

t = sqrt((6582+3300)/4.9) = 44.908 s

v = 9400/(t*cos 35 degree) = 9400/(44.908* cos 35 degree)

= 255.5 m/s answer
