If C, D and 'D are the inputs to the buffers, then the enable signals must be (A'B), (AB) & (AB') for the C, D &D;' buffers. I would be tempted to use a 2->4 line demux to handle this in a single package as anything else either gets into programmable logic or will take at least 2 packages.
