Assume the tank to be the control volume, no water is coming in, hence v1 =0, v2 = V = 13.9ft/s
Force acting on the fluid, horizontal direction
Vcos*(AV) = 13.9cos60*(62.4*/4*(2/12)2*13.9) = 131.513 lb
This acts on the fluid, so the force acting on the tank is -131.513, and the tank tries to move to left, hence the cable below the pipe needs to be ttied to prevent it from moving left
