first decide which is driving member on driving member tengential force will act opposite to direction of rotation of driving member and than select driven member tangential force will act in the direction of rotation of driven member because here driving force is tangential force for driven member. here in your image direction of rotation of input is not shown so at point of contact tangential force on input member(20 teeth) will be opposite to its rotation direction and will be tangent to point of contact of input member and 90teeth(teeths are also not visible so i am asuming it 90) and on 90 teeth member it will be in direction of rotation of this member (90 teeth) or it is in the direction opposite to that of input now for 54 teeth(output) driving member is 18 teeth so on 18 teeth tangential force will be opposite to direction of rotation of 18 teeth or it is in the direction opposite to that of on 90 teeth. now for 54 teeth that is output here tangential force is responsible for its motion so it will be in same direction in which 54 teeth is rotating and tangent to point of contact
