first we hang the block to the spring , the spring gets stretched and balances the weight.the tension force in the spring is same as the weight of the block. hence the scale reading shows the actual weight of the block.

now we take the system and immerse the block inside water. and again note the reading of the scale connected to spring, the reading will be smaller than the previous one. the difference in the two readings is nothing but the buoyant force.

the object floats in the fluid if the weight of the object is same as the fluid displaced by it.

if the weight of water displaced is smaller than the object's weight , the object sinks in that case
