To measure potential difference across a resistor we use a voltmeter in the circuit. A voltmeter is a device which can be made by a gelvenometer by joining a high resistance resistor to it in series.

In a circuit voltmeter is connected in parallel to the resistor because potential drop across both remains same in this combination.

Similarly ammeter is connected in series to measure current in a circuit because current remains same in this combination.
