V_max = 44520 Volt

Or 44.5 kV  

(B) C = 2 pi e0 er L / ln(R/ r)

C = (2 x pi x 8.854 x 10^-12 x 0.15) / ln(1.50/0.016)

C = 1.838 x 10^-12 F


Q_max = C V_max = 81.8 x 10^-9 C


per unit length = 81.8 nC / 0.15 m

= 545.5 nC/m
