Electric force on raindrop will be

Fe = q*E

E = 100 N/C

So,

Fe = 15*10^-12*100 = 1.5*10^-9 N

Step 2:

Weight force on drop will be

Fg = m*g

g = 9.81 m/sec^2

m = mass of rain drop = density*Volume

density of water = 1000 kg/m^3

Volume = 4*pi*r^3/3

r = 2.2 mm/2 = 1.1 mm

Volume = 4*pi*(1.1*10^-3)^3/3 = 5.57*10^-9 m^3

So,

mass = 1000*5.57*10^-9 = 5.57*10^-6 N

Fg = 5.57*10^-6*9.8 = 5.46*10^-5

Now

Step 3:

Fe/Fg = (1.5*10^-9)/(5.46*10^-5)
