Part A:

For on q1 by -q2 :

F = 9*10^9*5.25*9.5*10^-12/0.02^2

=1122.1875 N

For on -q1 by -q2 :

F = 9*10^9*5.25*9.5*10^-12/0.02^2

=1122.1875 N

F(net) = 2*1122.1875*1.5/2

=1683.28125 N

Direction is from +q1 to -q1.

Part B:

Torque = 1122.1875*0.03*1.323/2

=22.268 N-m
