When Newton first wrote his Three Laws of Motion and his Law of Gravitation, there was no reason to believe that the inertial mass (in F = ma) was the same as the gravitational mass (in F = mg). In other words, there was no reason to believe that gravity acts on mass exactly as all other forces do. Since inertial forces usually act through physical contact between objects but gravity involves "action at a distance", it is not unreasonable to assume that gravity affects matter differently than inertial forces. If this were true then ma ? mgand the inertial mass of every object in the Universe would be different than its gravitational mass which would make the Universe a very confusing place! Today we know the two masses are equivalent and in fact this is one of the tenets of Einstein
