Explanation / Answer

in the first case : F = (k q1q2) / d^2 when the charges are doubled the force becomes : F2 = k (2q1)(2q2) / y^2 equating F1 and F2 yields : (k q1q2) / d^2 = (4k q1q2) / y^2 hence 1 /d^2 = 4 /y^2 so 4d^2 = y^2 hence y = 2d
