a) in a LR series circuit, when switch is changed the magnetic flux related with the coil suddenly vanishes, hence a large induced emf and current would be produced which would then gradually go out. after 5 time constant the inductor would loose all its inductance and 0 voltage would be dropped.
b) since their is 0 voltage current would also be 0.
