The concept involved here is that of moment of inertia. For same mass and dimensions, the moment of inertia will depend on how the mass is distributed. If we observe the disks, we can see that the mass is not distributed is the same way. Moment of inertia is higher when the mass is distributed far away from the centre. This means that if the mass is closer to the centre, moment of inertia is lower and hence it is easy to rotate the disc (moment of inertia is the resistance of the body towards rotational motion).
