Answer -
Here both I- and Oc are mutated and it becomes constitutive expression. I- it not able to bind operator and Oc operator not allows repressor bind with it. Z- leads to b-galacosidase gene is non functional. So even presence or absence of lactose due to constitutive expression it always express the gene but here gene itself becomes mutation so no expression will take place.
