Explanation / Answer
a) the potential is given by (charge inside)/epsilon so if the sphere is enclosed at1m the charge it envelopes is zero, so the potential is zero, field = potential/area = 0; b) doing same here, potential = 30C/epsilon. So the field is 30C/(epsilon*4*pi*3^2) = 30/(epsilon*pi*36).
