Therefore the the phenotypic frequency of albino to non-albino is 1: 9999.

B. Allelic frequency

let a =q2 = 1/10000 therefore q= 0.01

let A = p = 1-q = 0.99

therefore allelic frequency of a= 0.01 and A is 0.99

frequency of heterozygote is 2pq = 0.0198.

C. Fraction of people expected to be of the genotype Aa is = 0.0198 * 10000

= 198 out of 10000

D. Fraction of people expected to be of the genotype Aa is = (p2*10000) = 0 .99* 0.99 * 10000 = 9801 out of 10000.
