If repressor I s is mutated at lactose binding site, then the lactose can't bind to the repressor.
Which leads to the binding of I s to both of the operator and prevent the transcription in both the gene.
Though the other repressor is functioning normally and lactose can bind to it and inhibits its function, but the Lactose can't bind to I s which in turn leads to the binding of this mutated repressor to both of the operator and inhibiting the transcription.
In short words, if there is nothing to stop the activity of repressor then the repressor will bind to the operator sequence and inhibits the transcription.
Case1. Both of the repressor has to be mutated at DNA binding domain, to have a constitutive expression of Z and Y.
Case2. Both of the repressor has to be wild type and function normally (no mutation at lactose binding site). In such case, presence of lactose will inhibit the repressor from binding to operator.
