DCMU(3,(3,4-dichlorophenyl)-1,1dimethylurea) is an algicide & herbicide of the arylurea class that inhibits photosynthesis. It blocks the plastoquinone binding system of photosystem 2, & not allowing the electron flow from where it is generated, in photosystem 2 , to plastoquinone. This interrupts the photosynthetic electron transport chain in photosynthesis & reduces the ability of the plant to turn light energy into chemical energy.

Yes , oxygen would still be produced in the presence of chemical uncouplers such as DCMU. It blocks photosystem 2 where oxygen is formed in the initial step. If DCMU only destroys the blocks the photosystem 2 & not destroys the electron carrier that move electrons to photosystem 1, then water will still be broken down producing oxygen.
