C' = C2 + C3 = 28 + 42 = 70 uF

C1 and C' are in series.

1/Ceq = 1/C1 + 1/C' = 1/45 + 1/70

V' = (16)(C1)/(C1 + C')

V' = 16 (45) / (45 + 70)

V' = 6.26 Volt

V2 = V3 = V'
