1a. If the temperature decreases obeviously the walelength increases. The peak wavelength is inversely proportional to temperature.planck describes that the entire shift of the spectrum of black body radiation toward shorter wavelenth as temperature increases.
2a.49% is absorbed by the surface.
2b. All this 49% is reemmitted to the atmosphere as long wave radiation.
