Flagella, Microtubular cytoskeleton, mitotic apparatus, polymerization of tubulin all are made up of microtubules (tubulin).
colchicine inhibits microtubule polymerization by binding to tubulin.

Movement of flagella does not require any tubulin polymerization it only require H+ pump to rotate the flagella.
Thats why it not affect by colchicine treatment.
