The given graph is a Diauxic growth curve. In the media both glucose and lactose sugar are present.

At the end of stage III, there will not be any glucose in the media. As a result of it, adenyl cyclase will start converting ATP into cAMP. cAMP then make a complex with the CAP and bind at CAP site on the lac operon.

Since lactose is already present in the media. So it will bind to LacI and prevents LacI binding to O1/O2.

Hence Option B is the correct answer
