a. the clerks have six minutes of work to do per application, this is three minutes per clerk. The typists have seven minutes of work to do per application. This is 2.33 minutes per clerk. The typists require less time, so the clerks are the bottleneck. If we assume steady state, 60 minutes/3minutes per application = 20 applications at 100%. This is 16 applications in an hour. If the DMV just opened, the first two typists will have to twiddle their thumbs for the first six minutes and the third typist will have to be idle for the first twelve miutes.
