On the other hand, the factory is biggest employer in the local area and provides employment to 30% of the local population. What impact could this have on the health of the local people? What statutory controls are in place to protect the local people?Explanation / Answer
Plastic is one of the most preferable material in todays manufacturing world that posing serious threat to environment, consumers and the local people live nearby to those industries in many direct and indirect ways. Phthalate esters is widely used in PVC ( poly vinly chloride). PVC is widely used in many industries that produce children toys and other plastic products. It causes adverse effect in many ways like:
* Increase adiposity and insulin resistance
* Birth defects
* Decreased level in sex hormones
* Cancers
* Impaired immunity
There are some statutory controls taken by federal government but many at state level:
Environment protection agency has initiated several chemical regulatory initiatives that limit the use of plastics chemical to a limited extent. The Toxic Substances Control Act passed by congress in 1976 and it is administrated by EPA. They regulates new and already existing chemicals. They have action plan that summazie the hazard, information about thr chemicals, outline the known risk and measures to protect.
Another source of fedral controlling authority is CPSC ( consumer product saftey commission) , that regulate certain chemical expanded in 2008.
The above are the Federal laws which are in a action but due to increase in manufacturing units and their effects on local residence encourages local state government to take initiatives and laws to regulate these problems. These includes:
* Green chemistry laws
* Bans and other limitations on specific chemicals
* child protect safety laws
* waste minimization
* lifecycle controls
* Purchasing prohibitions
* chemical notifications
