Few things that you could do that can reduce the amount of loss and help you continue providing care to the needy are:
1) Make a documentary about the good deeds that you have neeb doing over years. Let the world know, how much social service is the Kind Heart Hospital doing to the society, the people who cannot afford. And include few people's interviews for whom hospital helped to talk positive things about the hospital
2) Tell people to take part in this social cause by donating to the hospital to help the needy. To help people who are in need of surgeries, but do not have money to pay for their treatment. Let people donate to the noble cause.
3) Create few blood donation campaigns, and ask people to donate blood and help them who are in need of it. Donating blood once in six months is good for health, so this will attract more crowds towards the hospital. When they come, they can feel the way hospital is taking care of the poor patients. This gives you a word-of-mouth publicity.
4) Ask for more business from corporates. Let Corporate organizations tie with your organizations by pay for health insurance of their patients. Show them how important it is to help the society as a part of corporate social responsibility.
National reforms may not help your reimbursement. There are more chances that they might not help, or rather it could hurt. National reforms depend on the government, and it is applicable to all.
