I'm confused as to why the maximum value is six and not five. Am I supposed to assume that everything inside the f=5 circle is >5 and just round up? Or perhaps six being closer to 5 than 3 makes it the "best" answer?

If you mark proper scales on the curves and then see the increment per unit length, you will find that at (1,1), the value will be fairly great and will be approximately 6. (actually even more than 6)
