Why has it been so difficult to reach international agreements on Climate Policy issues? In particular, why did it become so contentious to arrive at agreements on air quality standards and setting target levels for each country? Are these difficulties attributable to the differences in the stage of economic development and average incomes of each country? Do you believe the recent UN Climate Change Conference that took place in Paris makes some headway toward workable future international agreements in these areas? The reason behind these difficulties are
1. Economically not beneficial for different country, not attractive for developing countries.
2. Some countries still need growth and poverty reduction i.e. china and India
3. Mitigation is costly and slow for some country
and hence difficlut to reach specific target.
In particular, it become so contentious to arrive at agreements on air quality standards and setting target levels for each country are
1. Top greenhouse gas emitters countries have refused to ratify the accord. kyoto protocal
2. No incentive for huge emitters like China and India to curb their emissions.
3. A large number of countries lack capacity to audit total emissions;
4. Lack of funding for such issue handling
5. Lack of cooperation efforts in collecting data on the effects of climate change among the countries.
