The energy radiated from the earth's surface is known as Outgoing Longwave Radiation(OLR).

The figure depicts a pattern which shows a decrease in the amount of energy radiated from the earth as one moves from the equator to the poles.

The highest radiated energy is found to be at around Arabian Sea gulf and northern Africa due to the presence of desert (Sahara).This is due to the reason that deserts emit heat as quickly as they absorb.Albedo which is another factor affecting the OLR is also higher in the tropics due to all year round illumunation.
