As When officer gives a radio to 30 km ahed at the time when driver crosses him.

After 16 min driver crosses the officer and officer concluded that he cover 30km in 16 min

km per min are =30/16 = 1.876 km per min

speed in hours = 1.876*60 =112.5

So, that drivers average speed in last 30 km is 112.5, by this method officer concluded that driver excceded the speed limit
