Greg was pulled over by officer Buckingham for running a red light. In an attempt to get out of the ticket, Greg claimed that he was moving at such a speed that the red light actually appeared green to him, an effect known as the Doppler shift. Unfortunately for Greg, however, officer Buckingham practices theoretical physics in his spare time (much like the Swiss patent clerk with whom we are all familiar), and calculates that Greg must have been moving at 32.4% the speed of light! Upon discovering that Greg was traveling at such a speed, officer Buckingham gives Greg, in addition to a much larger fine than he would have received for just running the red light, 100 points on his license. Because it takes one year for each point to expire, Greg is afraid he will never be able to drive his Ferrari again! However, he recalls from his Black Holes course that, if he stays in the gravitational field of a black hole, he will age less quickly than officer Buckingham, thus bypassing the requirement that he wait 100 years and enabling him to drive much sooner.

yes it is the case of special theory of relativity which greg is referring to. it is because in this theory it was stated that the laws of physics are same for all non accelerating observers and he shows that the speed of light with the vacuum is same and no matter the speed at which the observer travel with.
in the above given scenerio the thing is same as greg state that he was travel at the speed of 34% to the speed of light and he will escape if he reduce his age growing rate by putting in the black hole gravity which will be a case of time travel as well and theory of relativity also play a role there.
