From the graph it is clearly visible that at x = -1 there is relative maxima and at x = 3 there is relative minima.

(a) function has relative maximum at x = -1 and relative maximum value is f(-1) = 2(-1)3 -6(-1)2 -18(-1) + 4 = 14

(b) function has relative minimum at x = 3 and relative minimum value is f(3) = 2(3)3 -6(3)2 -18(3) +4 = -50
