Out of 1000 , college degree holders 200 & remaining 800 do not have college degree.

In 200 college degree holders 90% that means 180 people voted & 20 are not voted. And in 800 non degree holders, 59% means 472 are voted & 328 are not voted. So out of 1000 , 180+472=652 are voted.remaining 348 are not voted.
