Explanation / Answer
No. The sample mean is almost never the same as the population mean. if the sample mean becomes population mean, then the selected sample should be perfectly representative of the whole population. It may not be likely. It is always possible for a sample mean to be at the extreme end of the spectrum, but as our formulas show, it gets less and less likely the further the center you move.
