Every pole in a system contributes a phase of -90o at frequencies much higher than the poles' frequency. Similarly a zero contributes 90o at frequencies much higher than the zeros' frequency. Since there are 4 poles and 3 zeros, the phase at a very high frequency would be (4*-90) + (3*90) = -90o
