Instead apply PROC SURVEYLOGISTIC .

As you have to test whether the lines are parallel or not, you actually have to test whether the lines have equl slopes or not. For this testing purpose PROC SURVEYLOGISTIC is the best option to work with. And you must also put alpha = 0.05 in use.
