Taking into account the mean of the data, for the scale 1 to 10, a mean of 1.7 suggests that on an average the college students in the sample are not likely to to take recreational drugs regularly.
The 2nd discrete variable may vaguely reject the definite likelihood of the sample of college students regularly drinking 3 or more alcoholic beverages.
However the issue faced here, is that the conclusions based on these arithmatic measure may not be valid, in the sense, that the rankings of response cannot be considered an interval type of data ,since the distances between these responses are not measureable,neither are they equal.
Hence the decisions made on these measures may fail to characterize the data accurately.
